BOQ /BQ - Bill of Quantity - PART 1

Myself Rishabh Jain and I am an Civil Engineer by Profession.

Today i am going to share one of the major segment of AEC (Architectural, Engineering, Construction) Industry.

Its a vast Topic and That's why i decided to release part of it in this Blog.

So Lets Get Started.

Basically, BOQ is a Document which is prepared to get Comprehensive Information of Required Construction Materials, Man Powers etc. This Document is among'st the most Important Element of a Construction Project. In AEC (Architectural, Engineering, Construction) Industry this document are created for Executing below listed services. * Architectural BIM service *Structural Service including steel Detailing service *MEP service *BIM Service > It can be prepared for Entire Project  or Prepared at several stages or sample of works. This Document is to be prepared in a Standard and widely recognized format. > This Document is generally prepared by the Client. It can be either prepared by clients in-house team or a Client can hire QS professional for the required Job. > The size of BQ and it's Contained information lengths depends on size of the project. It can be prepared on 5 papers to 50 pages or even more as required. > This document usually contain all it's items in a  Tabular format.This document can be developed with a ordinary spreadsheet program or with specified software that are especially made for generating BOQ. > This document issues Complete pricing that includes all specification reference as specified by the design team appointed by the Client. > It is prepared and issued out as a part of Tender Document for competitive bidding by contractor. A well designed and Accurate BOQ makes the project Procurement process much simpler and Transparent, as well eliminates the elements of Guesswork. Even before the Construction activity begins, the bill can help to imply changes to projects if any particular item appear to be expensive. This will also gives clarity on any such Materials to be procured before the activity begins.

Say NO to Disputes The preparation of the document helps in reducing the risk of future ambiguity omissions and to avoid any disputes.Disputes usually occurs when there is any discrepancy b/w priced BOQ and Tender Document.So, during preparation of BOQ a precise Quant drawing and Specification contract is essential as availability of any won't give precedence to BQ in Event of discrepancy.

Before we Get in the Process of Preparing a BOQ lets Understand what NRM has to Say.

What is NRM?

NRM - New Rules of Measurement

NRM are published by RICS Quantity surveying and Construction Professional Group. Adopting a Standard methodology as mentioned earlier facilitated Consistency and bench marking and helps in avoiding disputes. NRM is one such standard format for estimation, cost planning, procurement and Whole-Life Costing for Construction Projects. NRM usually consists of 3 suits of Documents as mentioned Below

NRM 1- order of Cost estimating and cost planning for capital build works NRM 2 - Detailed Measurement for Building works NRM 3 - order of Cost estimating and Cost planning for building Maintenance work Let me add that BOQ's are prepared in NRM 2 format.

In the further Document we will discuss about NRM 2 as it is widely used for standard format for BOQ. This suit provides fundamental guidance on detailed measurement and description of Building works for purpose of Obtaining Tender Price.

This includes all aspects of BQ production such as setting out the information required by client and other construction Consultant to enable a BQ to be prepared as well as dealing with Quantification of non-measurable work items, contractor designed works and risks. This document provides rules of measurements for preparation of BQ and schedule of work (Quantified) . It also provide a framework which can be used to develop Bespoke and Standard schedule of rates. NRM prepared BQ by working through group elements that are each further classified into sub elements that helps in easier reconciliation.

Benefits of BOQ The Prepared BOQ benefits in many aspects and are described below. It saves the cost and time of several contractor's Measuring the same design in order to calculate their Bids for Competitive Pricing.

It provides a strong basis for Budget Control and Accurate cost reporting of Contract such as   > A preparation of cash flow Forecasts > A basis of Valuing Variations > A basis for preparation of progress payments

It allows that when the BQ items are Codified, reconciliation and as necessary Transfers and adjustments are made to the cost plan

It provides an extensive and clear statement of work to be executed.

It provides data to support claims for grants and Tax benefits etc.

It provides one of the best sources of real time cost data , which can be used for estimating the cost of future building projects.

Disadvantages of BQ Though there are not as such major disadvantages of this document but below mentioned are amongst the few. This document may not be created for complex works that are specialist in nature. As this works may not land into a standardized method of Measurement. This document cannot be used for smaller works, as the work of little comparable value will more than to be priced on a labour plant and material basis on day works as work involved isn't at required scale to attribute a competitive rates.
